Perhaps if there weren't whole genres of anime dedicated to panty shots and sexualizing of teenage girls they wouldn't have to tell females to wear longer skirts?

Perhaps also, Japan should focus more on shaming men and telling them to stop groping women on trains instead of telling women to "not tempt men."

The dress code thing is an ongoing issue in the States too and what it usually comes down to is this "Women, men can't practice even a modicum of self control so we're going to control you, make you feel bad and less than because Heaven forbid we tell men to behave."

It's utterly archaic, ridiculous and needs to just stop. Lesbians have no problem being around attractive women and not sexually assaulting them, it's a man issue and men to grow up already and learn some self discipline.
