If you watched the video the ending where all the various versions of herself are interacting might ease some of your concerns.

Taylor has always had a habit of calling out people that crossed her in some way or other, music can be cut throat and often you're forced to try to shove your creativity etc into other people's images of what they think it should be. There has been several "catfights" between her and other top female singers (Katy Perry was one I think) over the years and this is pretty standard "I am going to come out on top and screw my haters" vibes from Taylor. She's morphing into a more "adult-ish" version of herself and if you watch the end you can see one of her versions tell the other one "Playing the victim again is she?"

I think she's going both a bit meta here and calling people out. The "look what you made me do" can also be in response to someone possibly making comments that she's gone stale etc as this video is much more seductive, hard core style than Taylor usually does. I think she was proving to someone that she could pull it off and that she's still on top and relevant.
