I would love to know how they plan to punish people for this...seriously and what is the point. If I have 100 followers or 1000 and only 50 people read my stories it doesn't cost Medium a single cent more. I think Tony's just being pissy for no reason. No one is forcing people to follow each other and it doesn't harm the platform in any way, shape or form.
